On August 17, 2023, the First Appellate Court of General Jurisdiction approved the decision of the Moscow City Court, adopted in April, to liquidate the regional public organization Sova Center (ROO Tsentr “Sova”). This decision thereby entered into force.

We, former employees of this organization, do not agree with this decision on the merits, as we remain convinced that the legal provision stipulating that a regional public organization operates in its region should not be interpreted so literally as to mean that participants or employees of the organization cannot participate in activities outside the region.

The effective court decision will be implemented. The ROO Tsentr “Sova” ceases its activities and will be liquidated. But we firmly believe that the work that we carried out within the framework of this organization contributed to the public good and should be continued.

That is why, from today on, we have decided to function as a community of researchers under the name of SOVA Research Center. The results of this work will be available on this website, as well as in SOVA Research Center's Facebook, Twitter, and Telegram accounts.
