On July 15, the President of the Russian Federation, Dmitriy Medvedev was received at the building of the Russian Ministry of Foreign Affairs in the Smolensk area of Moscow by the heads of diplomatic missions and representations of Russia abroad and within international organizations. It was during this encounter that the President outlined Russia's foreign policy priorities.

Medvedev subscribed to the new concept of foreign policy, which promises to :forcefully counter the manifestations of neo-fascism, any form of racial discrimination, aggressive nationalism, anti-Semitism and xenophobia, and the attempts to rewrite history and use it for the purpose of provoking confrontations and revanchism in world politics, and of revising the settlements ending the Second World War;

Within the framework of foreign policy, Russia would develop :international cultural and humanitarian collaborations as a means of constructing cross-civilizational dialog, consensus building, and guarantees of mutual understanding between peoples, paying special attention to the cross-religious dialog;.
